The short answer
Ukraine has a large, export-oriented software sector and a legal framework for IT work that is described on an official government site, which is why developers there appear on many hiring shortlists. It is also a country under martial law, and that changes how a first-time buyer should plan. The questions are less about whether developers exist and more about how you engage them, how you cover interruptions, and what you put in the contract.
RemoteStaffingWiki’s guidance, which is the site’s judgement and not legal advice, is to decide the engagement model first (sole-proprietor contractor, employment through an employer of record, or a service from a Ukrainian company), to write a continuity plan into the contract before the first day, and to avoid building a function that depends on one person who cannot be replaced at short notice.
This page covers the size of the sector, the three engagement formats named on the Diia.City website, how outstaffing fits in, the wartime risks stated as official and press sources state them, pay ranges beside a US reference figure, time zone and English, and a vetting checklist. Salary figures are market ranges, not offers.
Why companies look at Ukraine for developers
The best-documented fact is the export figure. Data from the National Bank of Ukraine, published on the government’s export promotion site, shows computer services exports of US$6.65 billion in 2025, up from US$6.45 billion in 2024, which was 41.6 percent of all services exports (37.2 percent in 2024). Over the same year, total services exports fell from US$17.31 billion to US$15.98 billion, a decline of 7.7 percent, so the sector grew its share while the overall total shrank.
These are export values, not a headcount, and they say nothing about how many developers are available to a small foreign buyer in a given month. They are useful as evidence that software is an established export activity with international customers. They do not tell you the quality of any individual candidate.
The Diia.City website, run by the Ukrainian government, describes itself as a legal and tax space for IT companies in Ukraine and displays a counter of 4,746 residents on the page checked on 1 November 2026. Residency is open to a company registered under Ukrainian law, and the site says the application takes up to 10 working days to review and needs no permits or licences. The Diia.City site is the main official reference for the engagement formats described below.
English is workable but not a given. In the EF English Proficiency Index 2025, Ukraine ranked 45th of 123 countries and regions with a score of 526, in the moderate band (EF EPI). The index averages self-selected online test-takers, so it describes a national picture and not an individual developer. Test spoken and written English in every interview.
For the wider country picture, including other roles, the legal summary and the main risks, read the Ukraine hiring guide. For the generic version of this role, see the software developer role guide.
What you are hiring: the role in a Ukrainian context
A software developer builds, tests and maintains software; the job description, interview structure and skills by seniority are in the software developer role guide. The Ukraine-specific questions are different: which seniority band you need, how pay is quoted, and which legal format sits between you and the person. Pay in the market is commonly quoted in US dollars for contractors in the survey rows used below, so agree the payment currency and any exchange-rate rule in writing.
The salary table below uses mid-level and senior developer rows and adds DevOps and QA, because small teams often hire those adjacent roles next. A UI/UX designer and a data scientist are covered in the Ukraine guide if you need them.
Engagement models: three formats and one vocabulary note
The Diia.City website lists three formats for working with IT specialists. They are not interchangeable, and each moves legal obligations to a different party.
| Format | Who contracts with the developer | Points to confirm locally |
|---|---|---|
| Labour contract under the Labour Code (KZpP) | An employer in Ukraine, which may be an employer of record acting for you | Written contract, payroll and contributions, leave, termination; wartime rules change often |
| Cooperation with a sole proprietor (FOP) | The developer’s own registered sole-proprietor business, which invoices you | Whether the working arrangement is genuinely independent; tax and registration status of the person |
| Gig contract | A Diia.City resident company, which can use it; the site says it is available only to residents | Only relevant if your counterparty is a Diia.City resident; ask for proof of status |
Contractor through a sole proprietor (FOP)
A sole proprietor, known by the abbreviation FOP, is a registered individual business. Many specialists invoice clients this way. For a buyer outside Ukraine it avoids setting up a local company, and a FOP is a sole proprietor who invoices clients; registration alone does not settle classification or tax (see the Ukraine guide). The Ukraine guide on this site is clear on the limit: a sole-proprietor registration does not by itself settle classification, tax treatment or cross-border obligations. If the developer works fixed hours, follows your daily instructions and serves only you, the label on the contract may not match the facts, and that mismatch is the risk to plan for.
RemoteStaffingWiki’s judgement is that the contractor route fits defined projects with deliverables, the contractor’s own tools and schedule, and other clients. For a full-time developer embedded in your team, compare it with employment through an employer of record, and read the EOR, AOR and contractor of record comparison and the glossary entry on misclassification.
Employment through an employer of record
An employer of record is a local company that employs the developer under a Ukrainian labour contract and invoices you for the cost plus a fee, while you direct the daily work. For one or two developers it avoids registering your own Ukrainian entity. Ask any provider for an itemised quote that shows employer contributions separately from its fee, how it handles termination, and what evidence it holds about its status for the reservation of employees from mobilisation (see the wartime section).
Gig contract and Diia.City
The Diia.City website says a resident company may choose the hiring format and, besides a labour contract or cooperation with a sole proprietor, may sign a gig contract that is available only to residents. It describes the gig contract as combining the ability to show real turnover with moderate taxes, basic social guarantees for specialists and simple administration. As a foreign buyer you will meet this format only through a Ukrainian company that holds resident status, so it matters when you buy a service from such a company and not when you hire an individual directly.
Outstaffing and outsourcing
The term outstaffing is used for an arrangement in which a provider formally employs or contracts the specialist while your business directs the day-to-day work, in contrast to outsourcing, where the provider is responsible for delivering a result. The outsourcing versus outstaffing comparison sets the two side by side, including the joint-employer and agency-worker questions that arise for a US or UK buyer. A buyer who calls an engagement outstaffing but directs the person like an employee should treat it, for risk purposes, much like employment.
Statutory costs and what the Diia.City site says about tax
The Ukraine guide on this site notes that employer social contribution and tax rates change and that an English official text of the Labour Code was not available, so any figure should be confirmed with a Ukrainian lawyer or an employer of record. The Diia.City website lists, for resident companies, the following tax conditions on labour:
- 5 percent personal income tax.
- A 22 percent unified social contribution, calculated on the minimum wage and not on the full salary.
- A 5 percent military levy.
- Corporate tax of 9 percent on withdrawn capital or 18 percent on profit.
These rates apply to Diia.City residents, according to the site, and may not match what an ordinary employer or a sole proprietor pays. The employee cost calculator models Ukraine under the Diia.City resident regime; components not verified against a primary source are marked there. For the full cost of a remote developer hire, including recruiting, equipment and management time, read the guide to the cost to hire a remote developer.
Wartime conditions: what official and press sources say
This section states the position as the sources checked on 1 November 2026 state it. It is a risk summary, not a forecast, and conditions can change within days.
- Martial law and mobilisation: Ukrainian News reported on 26 October 2026 that the Verkhovna Rada extended martial law and general mobilisation for 90 days from 31 October 2026, until 29 January 2027, passing bills No. 16182 and No. 16183 by 293 and 281 votes, with 226 required. The bills ratify presidential Decrees No. 1060 and No. 1061. Check the current position before you sign anything that depends on the dates.
- Male staff: the UK Foreign, Commonwealth and Development Office travel advice, updated on 2 October 2026, states that Ukrainian and dual-national males aged 23 to 60 are prohibited from leaving the country and that dual nationals must comply with the same military conscription laws as other Ukrainians. A male developer may be called up, and you cannot plan on the assumption that a particular person is exempt.
- Power and connectivity: the same advice states that Russian attacks on the energy network may result in unscheduled blackouts or emergency power cuts with little notice, that rolling scheduled blackouts may be required in some areas, and that electricity outages may also affect district heating and water. It adds that martial-law measures could include restrictions on telephones, internet and broadcasting.
- Air raid alerts: the advice recommends following local authorities, including responding to air raid alerts. Where a developer lives affects how often work is interrupted, so ask each candidate about their location and set-up.
Reservation from mobilisation: the Ukraine hiring guide summarises the 2026 rules under which employers with critical enterprise status can reserve some employees, and notes that the criteria were revised in 2026. Ask any provider for evidence of its status, and do not treat it as permanent or as covering a particular person.
What a continuity plan contains
RemoteStaffingWiki’s guidance is to settle these points in the contract, in writing, before work starts:
- Who covers the work if the developer is unavailable, and how quickly handover happens.
- Notice periods for pausing or ending the engagement, and what happens to payment during a pause.
- Backup power and internet arrangements the developer is expected to hold, and a fallback location if the primary one fails.
- Documentation and code in a repository you control, with least-privilege access that you can revoke on the same day.
- A second person who can read and run the code, so one absence does not stop delivery.
Salary ranges for developers in Ukraine
The table reuses the current developer rows from the Ukraine country guide, with the same source, link and date. They come from the summer 2026 developer salary surveys named in the Source column, are quoted in US dollars net, and are expressed as the range between the first and third quartile for the role unless the row says otherwise. They are market ranges, not offers or guarantees, and they describe the contractor model, so they do not include employer contributions or a provider fee.
As a reference from the buyer’s side, the table also carries the US Bureau of Labor Statistics median annual wage for software developers (standard occupational classification 15-1252) from the May 2025 Occupational Employment and Wage Statistics: $135,980, covering 1,687,890 jobs. The figures are not like-for-like: they come from different surveys, with different methods and populations, and employer costs, benefits and seniority mix differ. Use them to set expectations, not to calculate a saving.
To compare pay across roles and countries, open the salary benchmark. For a comparison with another large offshore market, see hiring software developers in India or the guide to hiring software developers in Brazil.
Time zone and working practices
Ukraine is on UTC+2 in winter and UTC+3 in summer, according to the Ukraine hiring guide. US Eastern time is UTC-5 in winter and UTC-4 in summer, so Ukraine is usually seven hours ahead of New York and six hours ahead in the weeks when the two sets of clock changes do not line up. Against UK time the gap is two hours. The time-zone overlap tool shows the exact overlap with your office for any date.
The overlap with US Eastern time is the morning, and the overlap with US Pacific time is very small. For US teams, plan a fixed daily call in the US morning, use written handoffs for the rest, and keep reviews asynchronous. Fix the overlap hours and a holiday calendar in writing. Ukrainian public holidays and any alert-related interruptions should be accounted for in delivery dates.
Intellectual property and the contract
Ownership of code matters in every developer hire. This page does not state Ukrainian rules on assignment of rights in software written by an employee or a contractor. Have a Ukrainian lawyer confirm the assignment wording, whether a written assignment is needed under each engagement format, whether the clause should be in Ukrainian for enforceability, and how a US-style work-for-hire clause is treated locally. Confirm with counsel before signing, and do not assume the clause works as it would in your home jurisdiction.
Add confidentiality and data-handling terms in the same document. The Ukraine guide notes that personal data rules are not covered there, so take local advice before transferring personal data across borders, give each developer access only to the data the task needs, and prefer test or anonymised data in development environments.
Vetting checklist for Ukrainian developers
The checklist below is RemoteStaffingWiki’s own guidance, not a legal or regulatory requirement.
- Define the work first: stack, seniority, full-time or project, and whether you will direct daily tasks. This decides contractor versus employment.
- Run a work-sample test in the real stack and have someone technical on your side review it.
- Hold a live English conversation and set a short written task, such as explaining a pull request.
- Check references from a previous team lead and compare portfolio or public code with what the candidate says they built.
- Ask about location, backup power, internet redundancy and a fallback plan for outages.
- Confirm the legal form (FOP registration, employer of record, or provider) in writing, and ask a provider for evidence of any status it relies on.
- Agree IP ownership, confidentiality and continuity terms in a document that Ukrainian counsel has reviewed.
- Set up least-privilege access, device security and an offboarding checklist before day one.
Next steps
If you are still deciding on the country, read the Ukraine hiring guide and compare it with Poland and Romania. If you have decided, write the role scope, choose the engagement format with counsel, set the continuity plan, and cost the hire before you open the search.

Hiring Process
- 1
Define the role and engagement format
Write the stack, seniority and hours, then decide with Ukrainian counsel whether the person is a sole-proprietor contractor, an employee through an employer of record, or supplied by a company.
- 2
Source and screen candidates
Post the role, screen portfolios and public code, and test spoken and written English in a live conversation plus a short written task.
- 3
Run a work-sample test and references
Give a time-boxed task in your real stack, review it technically and speak to a previous team lead. Ask about location and backup power.
- 4
Contract, IP, data and continuity terms
Have counsel prepare the contract covering pay currency, intellectual-property assignment, confidentiality, data handling and a continuity clause.
- 5
Onboard with overlap hours and security set-up
Agree overlap hours and a holiday calendar, provision least-privilege access, name a second person for coverage and set a review point.
