Top Roles to Hire in Portugal

Why hire in Portugal

Portugal is a European Union member in the Western European time zone, with a national minimum wage set by decree each year, a general employer social-security rate and a high English-proficiency ranking. In the EF English Proficiency Index 2025 it ranks 6th, with a score of 612 against a global average of 488 (EF EPI, Portugal). For a small business that wants staff who work in English with customers or colleagues, that is a practical starting point.

Portugal suits knowledge work: software, data, project coordination, customer support and finance administration are the roles with salary data on this page. Because Portugal applies EU law, employment contracts, working-time limits and data protection follow a framework that employers in other EU countries already know. The 2026 rules below set out the minimum wage, the contribution rates and the status of the labour reform.

Where the talent is

Published salary surveys for Portugal report their data mainly for Lisbon and Porto, so those are the two cities to start with when you search job boards and professional networks.

Candidates do not need to live in either city. Remote employment under a Portuguese contract works from anywhere in the country, and the employer obligations in this guide apply wherever in Portugal the person works. Ask each candidate where they will be resident and working, because that decides which payroll registration and tax withholding apply.

Compare the ranges in the salary table with the salary benchmark explorer before you set an offer.

Best roles to hire in Portugal

The salary table on this page covers software engineering (including senior engineers), data analysis, project management, business analysis, customer service and accounting. Those are the roles where published Portuguese pay data exists and where a first-time remote employer can benchmark an offer.

For engineering and data roles, expect candidates to be used to working in English with international teams. For customer-facing work, check language fit for your market directly: test with a short call or written exercise rather than assuming a ranking applies to an individual. Role guides on this site, such as software developer and data analyst, cover how to scope and interview for each position.

Working hours and communication

Portugal uses Western European Time, which is UTC+0 in winter and Western European Summer Time, UTC+1, in summer. In 2026 the clocks went forward on 29 March and go back on 25 October (timeanddate.com, Lisbon). Overlap with the US depends on both sides’ daylight-saving dates, which can differ at the spring and autumn changeovers, so check your pairing with the time-zone overlap tool.

The normal working period is capped at 8 hours a day and 40 hours a week under the Labour Code (see Sources). Agree start times, core hours and the days the person is expected to be reachable in the contract, and keep any hours above the normal period within the overtime rules rather than relying on informal flexibility.

How to hire: three routes

Through an employer of record

An employer of record employs the person under a Portuguese contract, runs payroll, pays social security and handles registrations, while you direct the daily work. It is an option when you have no Portuguese entity. Ask any provider to show how it handles the holiday and Christmas allowances, probation terms and termination, because the employer carries those obligations whoever signs the payslip. See the employer of record cost analysis for how fees are structured.

As an independent contractor

A contractor invoices you and runs their own tax and social security. This only works where the person is genuinely independent: sets their own methods and hours, serves other clients and can send a substitute. A contractor who works set hours under your direction in practice looks like an employee, and the Decent Work Agenda strengthened enforcement in 2023 (see below). Read EOR vs contractor and run the misclassification risk checker before you offer this route.

Through your own entity

Setting up a Portuguese company gives you direct employment, but it also means registering as an employer with the social-security system, paying contributions monthly and keeping payroll records. Take local legal and accounting advice before you decide.

Cost

Gross pay is only part of the cost. Private employers pay social-security contributions on top of salary (see 2026 statutory changes below), and employees are entitled to a holiday allowance and a Christmas allowance, each equal to one month’s pay, so annual cost rises beyond twelve monthly salaries. The salary table on this page shows published pay ranges by role from named sources, converted to US dollars. Add the employer rate and any provider fee with the Remote Hiring Cost Calculator, and read the total cost of employment definition for the full list of items.

Pay data is reported in euros. Dollar figures on this page use USD 1 = EUR 0.8956 on 31 October 2026 (see Sources), so they move with the exchange rate even when the euro salary does not.

Portugal in context

If you are comparing European hiring locations, the site has guides for Poland and Romania, and the country comparison tool lays options side by side. Choose on the role you need, the time-zone overlap you want and the employment rules you are comfortable administering, rather than on a single headline salary. Read offshoring vs nearshoring if you are unsure which model fits.

Practical tips

Put the probation period in writing at the start. If the employer does not inform the employee of the probation duration and conditions, it is treated as waived (see Sources).

Budget for the two allowances. Holiday and Christmas pay are statutory, not bonuses, and failing to pay them is treated as a serious labour offence (a payroll-provider summary, see Sources).

Agree currency, payment dates and the treatment of the two allowances in the contract, so there is no dispute about when each is paid.

Keep statutory leave in view when planning coverage. The leave comparator lays entitlements side by side across hiring countries.

Build a hiring timeline that allows for the candidate’s own notice period with their current employer, which depends on their contract and length of service.

Confirm each rule on this page with an adviser before you sign. Portuguese labour law has seen frequent amendment and several proposals in 2026.

2026 statutory changes

These are the 2026 developments that matter to a small business hiring in Portugal.

Minimum wage

Decree-Law no. 139/2025 of 29 December set the national monthly minimum wage at EUR 920 from 1 January 2026, and the minimum wage prevails over lower amounts in contracts or collective agreements (Garrigues; Sábado). A payroll-information site notes that the annual minimum is calculated on 14 monthly payments (see Sources). Part-time staff are paid in proportion. Madeira and the Azores are subject to specific rulings, so check the region if the person is based there.

Social-security contributions

The government’s public-services portal gives the general rates for profit-making employers as 23.75% for the employer and 11% for the worker, 34.75% in total. The employer pays its own share and also remits the worker’s 11% from their pay, between the 10th and the 25th of the following month (gov.pt). Non-profit entities and some worker categories have different rates.

Labour reform: Trabalho XXI

The government’s labour reform bill, Proposta de Lei no. 77/XVII/1, was approved by the Council of Ministers on 14 May 2026, entered parliament on 18 May and was debated on 18 June (Portuguese government). On 19 June 2026 parliament rejected it in the general vote: only PSD, CDS-PP and Iniciativa Liberal voted in favour (Renascença news report). The existing Labour Code rules, including the 2023 Decent Work Agenda changes, therefore continue to apply.

Parental leave

A law firm reports that parliament approved Projeto de Lei no. 176/XVII/1 unanimously on 16 October 2026. It would extend initial parental leave to 150, 180 or 210 consecutive days depending on how it is shared, and extend the continuous-hours option for parents until the child is 12 (Cuatrecasas). It is a bill that has passed a parliamentary vote; confirm publication and the start date before you plan around it.

Tax regime for new residents

A law-firm summary of the IFICI regime says people who become Portuguese residents and were not resident in the previous five years can, for 10 consecutive years, be taxed at a special 20% income-tax rate on Portuguese employment and professional income in qualifying activities (Garrigues). It affects the candidate’s personal tax rather than your payroll, but candidates may ask about it, so refer them to their own adviser.

Employment law and compliance in Portugal

The Labour Code (Código do Trabalho, Law no. 7/2009 as amended) governs employment in Portugal. It applies to employees working in the country, and its details are tightened by collective agreements in some sectors, so check whether a sector agreement applies to your hire.

Contract types

Employment can be permanent or for a fixed term. The Decent Work Agenda, Law no. 13/2023 of 3 April, introduced more than 150 changes, covering professional internships, the probation period, employment contracts, work-life balance, termination, digital platforms, algorithms and artificial intelligence, and stronger sanctions; most took effect on 1 May 2023 (Cuatrecasas). Because the reform touched contract types as well as termination, take advice before using anything other than a standard permanent contract.

Working time and leave

The normal working period is up to 8 hours a day and 40 hours a week (see Sources). Annual leave is at least 22 working days under article 238 of the Code (text of article 238). Employees also receive a holiday allowance and a Christmas allowance, each equal to one month’s pay; the Christmas allowance is due by 15 December (a payroll-provider summary, see Sources).

Probation

A law-firm alliance overview gives the maximum probation periods as 90 days for most employees, 180 days for technically complex or high-responsibility roles, and 240 days for senior management. The employee must be told the duration and conditions or probation is treated as waived (see Sources).

Notice and termination

After probation, an employer can end the contract only on lawful grounds. For dismissals, Eurofound’s database lists employer notice of 15 days for under one year of service, 30 days for one to five years, 60 days for five to ten years and 75 days for more than ten (Eurofound). The same source says that during probation either side can end the contract without notice, except that an employer must give seven days’ notice once probation has run beyond 60 days. Involve an adviser before any dismissal.

Contributions and tax

Employers pay 23.75% and employees 11% of gross pay in general social-security contributions, filed between the 10th and 25th of the following month (gov.pt). Income-tax withholding on employees depends on their personal circumstances; use a local payroll provider or employer of record rather than estimating it.

Data protection

Portugal applies the EU General Data Protection Regulation, so employee and customer data need a lawful basis, clear notices and secure handling. The supervisory authority is the Comissão Nacional de Proteção de Dados (CNPD), which links the Regulation (EU) 2016/679 on its site.

FAQ

How much does it cost to hire a developer in Portugal?
The salary table on this page lists published salary survey ranges for software engineers in Lisbon, with a median total compensation figure and wider base-pay ranges by seniority (see Sources). Add the 23.75% employer social-security rate, the holiday and Christmas allowances and any provider fee with the Remote Hiring Cost Calculator to get a full employer cost.
Is Portugal a good country for hiring remote staff?
It suits knowledge work done in English or Portuguese: Portugal ranks 6th in the EF English Proficiency Index 2025, it applies EU data-protection rules and it sits in the Western European time zone. It is a regulated employment market, so budget for compliance as well as salary.
What is the time difference between Portugal and the United States?
Portugal is on UTC+0 in winter and UTC+1 in summer; in 2026 the clocks changed on 29 March and 25 October. The gap with US cities depends on which dates each side changes clocks, so use the time-zone overlap tool for your exact pair.
Do I need a legal entity to hire in Portugal?
No. An employer of record can employ the person under a Portuguese contract on your behalf, and a genuinely independent contractor can invoice you directly. An entity gives you full control but means registering as an employer and filing contributions monthly, which suits a larger planned headcount in Portugal.
What are the notice periods and leave entitlements in Portugal?
Annual leave is at least 22 working days. For dismissals, Eurofound lists employer notice from 15 days (under one year of service) to 75 days (over ten years). Probation is up to 90 days for most roles. Confirm details with an adviser, because collective agreements can be more favourable to the employee.
What employer contributions apply in Portugal?
For profit-making employers the general social-security rate is 23.75% for the employer and 11% for the worker, according to the government’s public-services portal. The employer pays both shares to social security, with the worker’s 11% withheld from pay, between the 10th and 25th of the following month.
What is the minimum wage in Portugal in 2026?
The national monthly minimum wage is EUR 920 from 1 January 2026 under Decree-Law no. 139/2025, calculated on 14 payments a year. Madeira and the Azores are subject to specific rules. Check the current figure before you set an offer.
Has Portugal changed its labour law in 2026?
A labour reform bill known as Trabalho XXI was rejected by parliament in the general vote on 19 June 2026, so the existing Labour Code rules, including the 2023 Decent Work Agenda changes, continue. Parliament approved a separate parental-leave bill on 16 October 2026; confirm its publication and start date.
