Top Roles to Hire in Indonesia

Why hire in Indonesia

Indonesia is a large Southeast Asian labour market with a national statute-based employment framework, a single set of social-security programmes for employees and no daylight-saving changes. In the EF English Proficiency Index 2025 it ranks 80th of 123 countries and regions with a score of 471, in the Low proficiency band and below the global average of 488 (EF EPI, Indonesia). That score is a national average. EF reports 523 for Jakarta, 519 for Surabaya and 505 for Bandung, and a score of 523 for people working in IT, so test each candidate’s English directly rather than relying on the national number.

Indonesia suits a first-time remote employer that can write clear instructions, test English in the interview and budget for statutory benefits. The salary table below gives published pay for software developers, customer support, accounting, design and administration, converted to US dollars.

Where the talent is

Java has the highest regional EF score (493), with the city scores led by Jakarta, Surabaya, Surakarta and Bandung (see Sources). Published pay data in this guide is national, not city-specific, so ask candidates where they will live and work. That decides which provincial minimum wage and which regional payroll rules apply.

Compare the ranges in the salary table with the salary benchmark explorer before you set an offer.

Best roles to hire in Indonesia

The table covers software developers at three experience points, customer support, accounting, graphic design and administrative staff. Those are the roles where a salary figure with a stated sample size could be found. The entry and senior developer rows are median total compensation including bonus and stock; the all-levels developer row and the other rows are average base pay, so the rows are not directly comparable. Role guides on this site, such as software developer and customer support agent, cover how to scope and interview for each position.

For customer-facing roles, English matters most. EF’s score for customer service job functions in Indonesia is 457 and for admin and clerical 469, both below the national 471, so a short spoken and written test is worth the time (see Sources).

Working hours and communication

Indonesia has three time zones and none of them observes daylight saving. Western Indonesia Time (WIB, UTC+7) covers Jakarta; Central Indonesia Time (WITA, UTC+8) covers Makassar; Eastern Indonesia Time (WIT, UTC+9) covers Jayapura (Jakarta; Makassar; Jayapura). Because Indonesia does not change its clocks, the gap with the US and UK moves by an hour when your own country changes. Check your pairing with the time-zone overlap tool.

According to an HR-guide summary of the statute (see Sources), normal working time is 7 hours a day and 40 hours a week on a six-day week, or 8 hours a day and 40 hours a week on a five-day week. Agree the schedule, core hours and the time zone the person will keep in writing.

How to hire: three routes

Through an employer of record

An employer of record employs the person under an Indonesian employment contract, enrols them in BPJS, withholds tax and pays the religious-holiday allowance, while you direct the daily work. RemoteStaffingWiki’s judgement is that this is the practical route for a first hire when you have no Indonesian company. Ask any provider to show how it handles THR, BPJS registration and severance, because those obligations fall on the employer whoever signs the payslip. See the employer of record cost analysis for how fees are structured.

As an independent contractor

Indonesian guides describe an independent contract paid by the project and an expert-services arrangement as separate from employment (see Sources). The contract label does not decide the question. If the person works set hours under your direction, uses your tools and has a single client, the relationship looks like employment, and the employment rules apply in substance. Read EOR vs contractor and run the misclassification risk checker before choosing this route. This is RemoteStaffingWiki’s guidance, not a legal opinion.

Through your own entity

A local company gives you direct employment but also direct responsibility for BPJS registration, monthly contributions, tax withholding and termination procedure. Take local legal and accounting advice before you decide.

Cost

Gross pay is only part of the cost. Employers pay BPJS contributions on top of salary and a religious-holiday allowance (THR) equal to one month’s wage after 12 months of service, so annual cost rises beyond twelve salaries. The rates are in the 2026 section below. Add the contributions and any provider fee with the Remote Hiring Cost Calculator, and read the total cost of employment definition for the full list of items. The THR is the Indonesian counterpart of the 13th-month pay paid in other countries.

Pay data is reported in rupiah. Dollar figures on this page use USD 1 = IDR 18,132.70 on 31 October 2026 (see Sources), so they move with the exchange rate even when the rupiah salary does not.

Indonesia in context

If you are comparing Southeast Asian hiring locations, the site has guides for Malaysia, the Philippines and Vietnam, and the country comparison tool lays options side by side. Choose on the role you need, the English level you can verify and the employment rules you are prepared to administer, rather than on a single headline salary.

Practical tips

Put the contract type in writing. According to an HR-guide summary of the statute (see Sources), a fixed-term contract (PKWT) and an indefinite-term contract (PKWTT) carry different obligations on expiry and termination, described below.

Budget for THR in the month before the holiday. It is due no later than seven days before the employee’s religious holiday (see Sources).

Confirm which minimum wage applies. Provincial and regency or city minimums differ, and the figure for Jakarta is only one of them.

Agree currency, payment dates and the treatment of THR in the contract so there is no dispute about timing.

Keep statutory leave in view when planning coverage. The leave comparator lays entitlements side by side across hiring countries.

Indonesia’s standalone manpower law was passed by the House of Representatives on 6 October 2026, and enactment details are to be confirmed. Confirm each rule on this page with an adviser before you sign.

2026 statutory changes

Update (4 November 2026). The House of Representatives (DPR) passed the standalone Manpower Protection bill (Undang-Undang Pelindungan Ketenagakerjaan, 23 chapters and 313 articles) at a plenary session on 6 October 2026, ahead of the Constitutional Court’s 31 October 2026 deadline, according to Bloomberg Technoz and Gebrak.id. Enactment details, including the law number and effective date, are to be confirmed. Until they are, check with an Indonesian adviser which rules apply to a new hire, because fixed-term contracts, working time and severance may change.

These are the 2026 developments that matter to a small business hiring in Indonesia.

Provincial minimum wage

Jakarta’s 2026 provincial minimum wage (UMP) is Rp 5,729,876 a month, up 6.17%, the highest provincial figure (national data report). At the 31 October 2026 rate that is about $316 a month. Other provinces set lower figures, and the minimum applies to workers with less than a year of service. The Customer Service, Accounting, Graphic Designer and Administrative rows in the salary table are national averages of reported pay, not Jakarta rates. Any employee working in Jakarta must receive at least the 2026 minimum, about $316 a month, so budget from that figure upward for Jakarta hires.

Social-security contributions

The pension (JP) wage ceiling stated on BPJS Ketenagakerjaan’s contribution page is Rp 10,547,000 a month (BPJS Ketenagakerjaan). Work-accident (JKK) rates follow risk classes set by Government Regulation 6 of 2025, from 0.24% for administrative and office work to 1.74% for the highest-risk work. Confirm the ceiling in force for the month you are paying.

The standalone Manpower Law

In Decision 168/PUU-XXI/2023 of 31 October 2024 the Constitutional Court told lawmakers to separate the labour cluster from the Job Creation Law and enact a standalone manpower law within two years, a deadline that fell on 31 October 2026 (Constitutional Court news release). On 15 May 2026 a deputy chair of Commission IX of the House of Representatives said the commission aimed to finish the bill before October (Antara). The House passed the bill at a plenary session on 6 October 2026 (Bloomberg Technoz). The law number and effective date are to be confirmed; until the new law’s transitional rules are clear, check with an adviser how fixed-term contracts, working time and severance apply to a new hire.

Employment law and compliance in Indonesia

According to an HR-guide summary of the statute (see Sources), employment is governed by Law 13 of 2003 on Manpower as amended by the Job Creation Law, Law 6 of 2023, with Government Regulation 35 of 2021 covering fixed-term contracts, outsourcing, working time, rest periods and termination, and Government Regulation 36 of 2021 covering wages.

Contract types and probation

According to an HR-guide summary of the statute (see Sources), a fixed-term contract (PKWT) may run for a maximum of 5 years including extensions, and cannot include probation, while an indefinite-term contract (PKWTT) may include a probation of up to 3 months. According to a law firm, when a PKWT ends, the worker who served at least one month receives compensation, and where the contract is extended the compensation falls due at the end of each period (a law-firm summary).

Working time, overtime and leave

According to an HR-guide summary of the statute (see Sources), normal working time is 40 hours a week. A law-firm summary gives the overtime cap as 4 hours a day and 18 hours a week (law-firm summary). The HR guide adds that the cap excludes work on holidays and weekly rest days, and that overtime pay is based on an hourly wage of 1/173 of monthly pay. According to the same HR guide, annual leave is at least 12 working days after 12 months of continuous service, and female employees are entitled to three months of maternity leave.

Religious-holiday allowance (THR)

Minister of Manpower Regulation 6 of 2016 requires an employer to pay THR to employees with at least one month of continuous service, under either an indefinite-term or fixed-term contract. Employees with 12 months or more receive one month’s wage; those with 1 to 12 months receive a proportion (months of service divided by 12 times one month’s wage). It is paid for each employee’s own religious holiday, no later than seven days before it (regulation text).

Social security

Employer contributions to BPJS Ketenagakerjaan are 3.7% for old-age savings (JHT), 2% for pension (JP, up to the wage ceiling), 0.3% for death benefit (JKM) and 0.24% to 1.74% for work accident (JKK, by risk class), according to the agency (BPJS Ketenagakerjaan). Employees pay 2% for JHT and 1% for JP. Health insurance is 5% of wages, of which the employer pays 4% and the employee 1%, on wages up to Rp 12,000,000 a month (Presidential Regulation 64 of 2020). Adding the employer rates gives roughly 10.24% to 11.74% of wages before ceilings (RemoteStaffingWiki’s arithmetic).

Termination and severance

An employer may end a permanent contract only on the grounds the law lists, and a severance package follows. It has three parts: severance pay (UP), a service-recognition payment (UPMK) and compensation for rights (UPH), such as unused annual leave and repatriation costs. UP runs from one month’s wage for under one year of service to nine months for eight years or more; UPMK starts at two months after three years of service and rises with service. The multiplier applied depends on the ground for termination (a workforce-law guide). Involve an adviser before any dismissal.

Data protection

The Personal Data Protection Law (Law 27 of 2022) took effect on 17 October 2022 with a two-year transition that ended on 17 October 2024, so all controllers and processors must now comply. It is modelled on the EU GDPR, and implementing regulations were still at the harmonisation stage in the source reviewed (a law-firm data-protection summary). Treat employee and customer data as personal data with a lawful basis, notices and secure handling.

FAQ

How much does it cost to hire a developer in Indonesia?
The salary table lists published figures: an all-levels software developer average base of about $610 a month, an entry-level figure of about $540 a month and a senior figure of about $1,850 a month (the last two are Levels.fyi medians of total compensation, including bonus and stock, so not comparable with base pay) (see Sources). Add roughly 10.24% to 11.74% employer BPJS contributions before ceilings, THR equal to one month’s wage, and any provider fee, using the Remote Hiring Cost Calculator.
Is Indonesia a good country for hiring remote staff?
It suits teams that can test English directly, because Indonesia is 80th of 123 in the EF English Proficiency Index 2025 with a score of 471, below the global average of 488. Jakarta scores 523 and IT job functions 523. Budget for statutory benefits and follow the new manpower law as its enactment details are confirmed.
What is the time difference between Indonesia and the United States?
Indonesia has three zones: WIB (UTC+7, Jakarta), WITA (UTC+8) and WIT (UTC+9), none with daylight saving. The gap with US and UK cities therefore changes twice a year when your own clocks change. Use the time-zone overlap tool for your exact pair.
Do I need a legal entity to hire in Indonesia?
Not necessarily. An employer of record can employ the person under an Indonesian contract on your behalf, which is RemoteStaffingWiki’s suggested route for a first hire. A genuinely independent contractor can invoice you, but a person who works under your direction may be treated as an employee. Take local advice on your facts.
What is THR and when must I pay it?
THR is the religious-holiday allowance under Minister of Manpower Regulation 6 of 2016. Employees with 12 months or more of continuous service receive one month’s wage; those with 1 to 12 months receive a proportion. It is due no later than seven days before the employee’s religious holiday and applies to fixed-term and indefinite-term employees.
What employer contributions apply in Indonesia?
BPJS Ketenagakerjaan: 3.7% JHT, 2% JP (up to a wage ceiling), 0.3% JKM and 0.24% to 1.74% JKK. BPJS Kesehatan: 4% employer and 1% employee, on wages up to Rp 12,000,000 a month. The employer rates add up to roughly 10.24% to 11.74% of wages before ceilings.
What is the minimum wage in Indonesia in 2026?
It is set by province. Jakarta’s 2026 provincial minimum wage is Rp 5,729,876 a month, up 6.17%, and it is the highest provincial figure reported. Other provinces and cities set their own figures, so confirm the one for where the employee works. The Customer Service, Accounting, Graphic Designer and Administrative rows in the salary table are national averages of reported pay, not Jakarta rates; an employee in Jakarta must receive at least the 2026 minimum (about $316 a month), so budget from that figure upward for Jakarta hires.
Is Indonesian labour law changing in 2026?
Yes. The Constitutional Court gave lawmakers until 31 October 2026 to enact a standalone manpower law separate from the Job Creation Law, and the House of Representatives passed the bill at a plenary session on 6 October 2026. Enactment details, including the law number and effective date, are to be confirmed. Check which rules apply before you sign; fixed-term contracts, working time and severance may change.
